"The requirements of the rife Clean Water Act sometime propel beyond environmental protection to environmental perfection," says Stephen John a Decatur, Ill., councilman.

His sentiments reverberation those of the National League of Cities, National Association of Counties and U parley of Mayors, which say existing clean water methods will cost $29 billion through the whole extent of the next five years.

The CWA expired last October, further Congress allocated enough money to hold it going until October 1995 if it were not that if the bill is not reauthorized this year, Congres does not have to appropriate additional currency for enforcement of its provisions.
